1. CALL TO ORDER
A. Invocation - Reverend Larry Hayes (R), Good News Baptist Church, Bladenboro, NC will provided the invocation.
 
B. Pledge of Allegiance - Gregory J. Martin, County Manager, led the Pledge of Allegiance.
 
2. The following consent agenda items were approved:
A. Approved agenda for Oct 6, 2015 meeting.
A consent agenda includes several items for approval by the Board in a single motion. Documentation concerning these items has been provided to all Board members and the public in advance. Items may be removed from the consent agenda at the request of any board member.
 
B. Minutes of September 21, 2015 Regular Meeting were approved.

F. The Fireworks Display at Camp Clearwater on October 24, 2015 was approved.
Approve a Class A Services and Storage, Inc. and Camp Clearwater to hold a fire works display at Camp Clearwater's pier on October 24, 2015 or on an undetermined rain date in accordance with NCGS 14.410-413

  
The fireworks permit has been approved by the Bladen County Fire Marshal’s Office and will be issued pending the approval of the Board of Commissioners.  All documentation including insurance policy information as required by the 2012 NC Fire Code is on file in the Bladen County Fire Marshal’s Office.
 
G. Domestic Violence Awareness Proclamation – The 2015 Domestic Violence Awareness Proclamation was adopted.

J. Schedule a Public Hearing for 6:30 pm on Monday, October 19, 2015 to Receive Comments Regarding Bladen Area Rural Transportation System (BARTS) -  A Public Hearing for 6:30 pm on Monday, October 19, 2015 to Receive Comments Regarding Bladen Area Rural Transportation System (BARTS) was scheduled.

3. PRESENTATION OF RECENTLY ADOPTED PROCLAMATIONS - Chairman Peterson presented a recently adopted proclamation to Families First representative Marjorie Walker, recognizing October in Bladen County as Domestic Violence Awareness Month.
  
B. Support of National 4-H Week - Chairman Peterson presented a recently adopted Proclamation proclaiming October 4-10, 2015 as National 4-H Week in Bladen County.   Extension Agent Stacie Kinlaw, 4-H Youth Development Program Director, will receive the proclamation.
  
4. MATTERS OF INTEREST TO COMMISSIONERS

  

Mary A. McMillan- Spoke on wanting full disclosure of all facts relating to the dismissial of Christopher Ellis. Chairman Peterson told Ms. McMillan that Mr. Greg Martin would gather information that could be released to the public and would speak with her tomorrow at 2:15pm.
 
Sadie Perry- Spoke to the board about concerns over the school consolidation issue pending within the county and of the Bladen County Board of Commissioners roles and input on the subject.

     
5. INDIVIDUALS/DELEGATIONS WISHING TO ADDRESS COMMISSIONERS
 
6. HEALTH AND HUMAN SERVICES AGENCY: (CRIS HARRELSON, DIRECTOR)
A. Approved Fee Increase for Administering Flu Vaccine - The cost of the flu vaccine has increased slightly over last year.  The vaccine for 2015 is quadrivalent as opposed to trivalent from the previous year.  Quadrivalent means that it covers four strains of flu versus three strains of flu as previously offered.

  

The fee increase covers the cost of the 2015 formula based on trial data cost. For the uninsured senior the vaccine will be $60.00. For the uninsured adult $44.00 or intradermal $47.00.

B. Provider Agreement with One Call Care Management was approved.
The contract with Bladen County Home Health will be to provide services for One Call Care Management.  This company is a referral agency that works with Hospitals and Insurance Providers.  They have referred to us before and they want to enter into a formal contract to continue sending business to Home Health.

B. Review Rules of Procedure for the Bladen County Board of Commissioners - Mr. Martin provided an overview of recently amended Rules of Procedure for the Bladen County Board of Commissioners.

  

A binder has been made for the review of Commissioners on various procedures, policies and meetings and appointments as needed.

E. Strategic Planning Process - Strategic planning is an important responsibility for Boards of County Commissioners.   It is requested that the Board consider beginning discussion regarding a strategic planning initiative.  It may be helpful for several Commissioners serve on a committee to discuss the scope of the process and make a recommendation to the full Board.

  

Four Commissioners agreed to review a broad based strategic plannign process next wednesday and bring back to the full board their discussion. Those Commissioners are Wayne Edge, Charles Peterson, Michael Cogdell and Delilah Blanks.

A. Board entered Closed Session in Accordance with NCGS 143.318.11(a)(6) Personnel.
